After repulsing the giant tsunami created by Seamons and Seagorath, Ultraman was left with little energy and had to retreat. On the other hand, the result of the analysis of "The Song of Seamons" proved innocence of Captain Takamura, but he still faced difficulties returning to society. To repel Seamons and Seagorath from Tokyo, MAT had to develop a new weapon as soon as possible.
