With out a doubt his face design comes from the ultras, but it's really no different from Alien Valkie and Alien Magma II. But it still makes him look cool.

It definately has a resemblance...its one of my favorite Tiga villains, cold blue eyes and that evil grin make him rather creepy, wish they had used him on other eps in the series to follow!
